Drug Dealer Jailed for Over Four Years in St Helens Crackdown

Vincent Hagan, 35, from Friar Street, St Helens, was locked up for four years and four months at Liverpool Crown Court on Tuesday, 5 December. He was convicted for supplying heroin and crack cocaine.

Tough New Restrictions Added

Alongside his prison sentence, Hagan was slapped with a five-year Criminal Behaviour Order (CBO). The order bans him from owning or carrying more than one mobile phone or SIM card. He must also register the phone number he uses with the authorities.

Operation Toxic Cracks Down on County Lines Drug Supply

Merseyside’s top County Lines unit, Operation Toxic, swooped on Hagan’s home on 7 November after a detailed probe. He was arrested for supplying Class A drugs between August and November 2023.

“Hagan is now behind bars and subject to a CBO for five years. This sentence ensures he can no longer flood our streets with deadly drugs,” said Detective Sergeant Carl Lynch.

“Our fight against serious organised crime must go on. Since 2019, we’ve shut down thousands of county lines and arrested over 2,400 offenders.”

“We urge the public to come forward with any info. Your tip could help break these criminal networks.”

Project Medusa: The Bigger Battle Against County Lines

Operation Toxic is part of Project Medusa, the Merseyside-led campaign targeting county lines drug dealing and child exploitation nationwide.

  • 1,101 county lines shut down since 2019
  • 2,421 arrests for drug supply, firearms offences, and money laundering
  • 1,256 vulnerable adults and children referred to safeguarding services
