Despite these red flags, Vennells stayed in charge until 2019. In a twist, she bagged a CBE in December 2018 for her dedication to customer service. The document notes that keeping her on but reviewing her role risked political fallout, which complicated matters.

It also warned that firing her without a clear successor could cause mayhem, as quickly finding a replacement was a challenge.
