UK Government Unveils Massive £5.2bn Flood Defence Plan
Homes and businesses across England are set for top-notch protection as the government launches its biggest flood and coastal defence strategy in a decade. This £5.2 billion blitz aims to shield 336,000 properties by 2027 while helping communities bounce back faster after devastating floods.

The plan also supports 25 flood-prone areas in testing new ways to adapt to climate change and build resilience.

The government’s bold blueprint is built around five strong commitments backed by over 40 specific actions:
- Upgrade and expand flood defences nationwide
- Manage water flow to cut flood risk and combat drought
- Use nature to reduce flooding while protecting the environment
- Prepare communities better for future floods and erosion
- Ensure every area has a solid local flood and coast erosion plan
Experts say these defences could prevent a whopping £32 billion in economic damage and create smart water storage solutions to soak up floods.
Insurance Upgrades & Powerful Government Endorsements
The government is shaking up the Flood Re insurance scheme, letting claims cover flood resilience upgrades in repairs. Homes fitted with flood-proof measures can also snag lower premiums.
Prime Minister Boris Johnson said: “Last winter I saw for myself the misery flooding brings. This plan will push back the waters and protect hundreds of thousands of homes and livelihoods. Our huge investment will also boost economic growth as we build back better.”
Environment Secretary George Eustice added: “Last winter’s floods showed why we must invest more to shield homes, schools, and hospitals. We can’t stop flooding entirely, but we’ll make communities more resilient by working closely with partners across the country.”
Flood Re Chief Executive Andy Bord said: “We welcome the government’s commitment to boost national resilience. Making homes flood-resilient is key to tackling the rising threat from climate change and keeping insurance affordable.”

The announcement comes as the nation recovers from coronavirus hardships and ahead of the COP26 climate summit in Glasgow. It promises to protect communities that have faced twin blows of floods and the pandemic, while placing nature restoration at the heart of flood defence.
Emma Howard Boyd, Chair of the Environment Agency, said: “Every £1 spent on flood protection saves around £5 in damages. These commitments will make homes, businesses, and infrastructure stronger against climate chaos. The Environment Agency is ready to deliver better and greener flood schemes set out in our new strategy.”
