Ex-Cop Luke Horner Pleads Guilty to Sex with 13-Year-Old Girl
Former Thames Valley Police officer Luke Christopher Horner, 24, has admitted to sexually assaulting a 13-year-old girl. Off duty at the time, Horner travelled to Rushden, Northamptonshire, on June 11 to commit the offence.
Horner Resigns After Guilty Plea in Northampton Crown Court
At Northampton Crown Court, Horner pleaded guilty to sexual activity with a child. Following his admission, Thames Valley Police confirmed he resigned on July 26. A second charge of making an indecent image of a child was dropped, as it was part of the sexual activity offence.
The court heard Horner recorded the abuse on the victim’s own phone, which he held during the act. Horner travelled over an hour from his home in Aylesbury, Buckinghamshire, to carry out the crime.
Police Shock and Investigation After Betrayal of Trust
Horner appeared via video link from HMP Peterborough, confirming his identity before entering his guilty plea. Northamptonshire Police brought the charges, while Thames Valley Police suspended him and launched a separate misconduct probe with the Independent Office for Police Conduct (IOPC).
Judge Rebecca Crane remanded Horner in custody ahead of his sentencing on September 8.

Detective Inspector Liam O’Neill added the investigation was thorough and horner’s actions were a “betrayal of trust.” He stressed the young victim deserved protection from those sworn to serve.
