Judge Sarah Munro KC to Lead Inquiry into Andrew Malkinson’s 17-Year Wrongful Conviction
Her Honour Judge Sarah Munro KC has been appointed to chair the public inquiry into the shocking miscarriage of justice against Andrew Malkinson, who spent 17 years behind bars for a crime he didn’t commit — plus three years on probation.
Probe Targets GMP, CPS, and CCRC Over Botched Conviction
The inquiry will dive deep into the roles played by Greater Manchester Police (GMP), the Crown Prosecution Service (CPS), and the Criminal Cases Review Commission (CCRC) in convicting and failing to clear Malkinson. All agencies have pledged full cooperation for a thorough review.
Lord Chancellor Alex Chalk said: “Mr. Malkinson suffered an atrocious miscarriage of justice, and I am determined to ensure that he and the original victim get the answers they deserve.”
Judge Munro Ready for Tough Truths and Fast Justice
Judge Munro, a senior figure with extensive criminal law experience, called it an honour to chair the inquiry. She vowed a fearless and robust investigation into how Malkinson’s life was devastated by wrongful convictions.
The inquiry’s remit covers police investigations, the criminal trial, appeals, and any other factors linked to the failure of justice — while protecting ongoing police and Independent Office for Police Conduct (IOPC) investigations.
Speedy Non-Statutory Inquiry to Deliver Early Answers
The government opted for a non-statutory inquiry to keep things flexible and swift, aiming to avoid long delays. Judge Munro is expected to produce findings quickly. The final report, with recommendations, will be handed to the Lord Chancellor and published for all to see.
Greater Manchester Police Chief Constable Stephen Watson said: “We are committed to a transparent and thorough investigation and offer our apologies to Mr. Malkinson for the anguish he has endured.”
