Illegal vape shops in the West Midlands have been caught giving free vapes to children as young as 11 — but only if they trade sexual favours, an explosive investigation reveals. Trading Standards officers say this is the start of a new grooming epidemic sweeping the region.
Rogue retailers linked to criminal gangs
The Dudley Trading Standards enforcement team exposed the sinister underworld behind these shops. Officer Richard Timmins told Channel 4 News: “I had one the other day, a child as young as 11 purchasing vapes from a shop — it’s just disgusting.”
Raids uncovered condoms in shop workers’ pockets and even a Kurdish phrase book translating lines like “you’re pretty,” “I love your hair,” and “you’re young and beautiful.” Officials also received tips of children aged 12 being driven to unknown locations by men connected to these stores.
Disturbing shop history and ongoing criminal ties
In one shocking raid filmed by Channel 4, officers shut down a vape shop with a dark past. The shop had been busted previously for selling vapes to kids, and one former owner faced charges of rape and strangulation. Police suspect he’s still involved behind the scenes despite no longer appearing on official records.
The current owner, who named himself Javid, denied any wrongdoing, blaming his predecessor. Yet officers caught him meeting a previous owner who had been evicted over illegal sales. Timmins summed it up: “It just shows that even though he’s been evicted, he will still be the business owner.”
The suspect linked to the shop reportedly has police markers for sexual offences, violent crime, and firearms — claims he denies.
Nationwide crackdown targets criminal money laundering
The Channel 4 exposé comes during a huge national crackdown. In November 2025, the National Crime Agency (NCA) raided hundreds of mini-marts, vape shops, barbers, and takeaways in a bid to crush illegal trade. The sting led to 920 arrests, nearly 3,000 businesses checked, and millions of pounds’ worth of illegal goods seized.
