Neighbour Killer Sentenced to 38 Years Minimum Behind Bars

A man who brutally murdered his neighbour in Walton Cardiff, near Tewkesbury, has been handed a life sentence with a minimum of 38 years behind bars.

Can Arslan, 52, was convicted at Bristol Crown Court on Thursday, June 9th, after stabbing Matthew Boorman a shocking 27 times on his own front lawn.

Terrifying Attack Caught Neighbours Off Guard

Arslan’s rampage didn’t stop there. He then broke into a nearby home and stabbed neighbour Peter Marsden eight times. Fellow residents and off-duty police officers bravely intervened to stop the violence.

  • Mr Boorman was ambushed while on a conference call as he returned from work.
  • His wife Sarah tried to save him but was stabbed in the thigh during the struggle.
  • Armed only with a piece of wood, off-duty Sergeant Steve Wilkinson helped push Arslan away from Mr Marsden’s home.
  • Courageous neighbours, including off-duty nurses, provided emergency aid and held Arslan at bay until police arrived.

Long-Running Neighbour Feud Ends in Horror

The court heard about a bitter, long-running dispute between Arslan and several neighbours. Arslan faced eviction and was under an injunction at the time. Just a week before the attack, he was charged with harassment and had threatened to kill his neighbours.

During the trial, psychiatrists acknowledged Arslan had a personality disorder but confirmed he knew right from wrong during the attacks. The jury rejected his defence claim of diminished responsibility and found him guilty of murder on April 5.

Justice for Brutal Murder and Attempted Murder

Mrs Justice Cutts sentenced Arslan to life imprisonment with a minimum of 38 years for Matthew Boorman’s murder. He also received 20 years for the attempted murder of Peter Marsden, six years for wounding Sarah Boorman, and 16 months for affray.

“Arslan continues to show no remorse for his barbaric actions, and he deserves to spend a significant amount of time behind bars,” said Detective Inspector Ben Lavender. “Without the bravery of neighbours and off-duty officers who intervened, more lives could have been lost.”

Police Investigate and Learn From Tragedy

The Gloucestershire Constabulary has launched an Independent Office for Police Conduct (IOPC) investigation into police actions during the incident. An independent partnership review is also underway to examine how agencies worked together to address the neighbours’ concerns beforehand.

Assistant Chief Constable Craig Holden added,

“We are improving how we identify stalking and related behaviour among neighbours. Greater training has been rolled out to our neighbourhood teams and new recruits to prevent tragedies like this.”
