Tragic Death of 12-Year-Old Brooke Wiggins Sparks Council Safety Probe

A full inquest into the shocking death of 12-year-old Brooke Wiggins is set for spring 2025. Brooke was crushed by a falling tree branch on the Surrey border of Sutton and Banstead last year, raising serious questions about tree safety and council maintenance.

Pre-Inquest Review Uncovers Council Safety Failures

The inquest follows a pre-inquest review at South London Coroner’s Court on October 7. Coroner Ivor Collett will decide whether Sutton Council, Surrey County Council, or both are responsible for Brooke’s fatal injury.

The deadly branch came from a tree maintained by Surrey County Council. Brooke was playing on a rope swing attached to that tree near Grove Place, Carshalton Road, when the branch snapped on November 9, 2024. Emergency crews battled for over an hour to free her, but Brooke was pronounced dead at the scene. Witnesses called the moment “deeply distressing,” with friends desperately crying for help.

Councils and Safety Experts Face Tough Questions

Surrey’s arboriculture managers will be grilled over the tree’s inspection history and whether maintenance met safety standards. The inquest will probe if the tragedy could have been prevented.

Complicating matters, while Surrey manages the tree, the branch hung over land owned by Sutton Council. The coroner may name Sutton Borough Council as an interested party, strengthening their role in the investigation.

Coroner Warns of Wider Tree Safety Issues in Surrey

Coroner Collett stressed the wider safety implications. Surrey boasts the highest tree cover of any English county, with 22.4% woodland.

He has permitted Surrey to ‘monolith’ (remove remaining branches from) the dangerous tree to prevent further risk.

Brooke’s family attended the hearing and will pay tribute at the inquest. Distressing bodycam footage will not be shown, but 999 call audio recordings will play a key role.

The inquest, expected to last three days, will take place next spring. The exact date will be confirmed within weeks amid ongoing court delays.
