Cop Busted for Gross Misconduct After Messaging Vulnerable Women from Duty
Devon and Cornwall Officer Under Fire
On 5 November, PC J of Devon and Cornwall Police faced a misconduct hearing. The panel ruled his actions amounted to gross misconduct, breaching professional standards expected of a police officer.
Misconduct from 2018 Unearthed
The damning case followed an Independent Office for Police Conduct (IOPC) probe into allegations first reported in 2018. PC J reportedly took contact details of two vulnerable women from police systems and reached out to them on his personal phone.
It gets worse. The officer allegedly exchanged sexually explicit images and messages with one of the women—while still on duty.
He was suspended back in October 2018 when these claims came to light.
Damning Findings: Dismissal without Notice
The panel confirmed all allegations as proven. PC J met a member of the public during his police duties, then exploited their personal contact info to chase a personal relationship. While on duty, he sent numerous sexually explicit WhatsApp messages, texts, and even videos. He also failed to keep a victim updated on a criminal investigation’s progress.
Following the verdict, PC J was sacked immediately and struck off. His details will be added to the College of Policing Barred List, effectively banning him from future policing roles.

“Devon and Cornwall Police take all reports of abuse of position very seriously. The vast majority of our officers and staff go to work every day to help the public and keep them safe from harm.”
“PC J took advantage of these women, who were considered vulnerable, at a time when they had approached the police for help and support.”
“This type of behaviour has undoubtedly eroded the women’s trust and confidence in policing. The officer’s behaviour was absolutely unacceptable, damaging to our reputation and will be tolerated by Devon and Cornwall Police or the communities we serve.”
DCC Jim Nye urged anyone suspecting abuse of position by officers—such as inappropriate relationships or off-duty contact—to report it promptly.
