Horrific Murder Shocks Texas Community

Twelve-year-old Jocelyn Nungaray was found strangled in a Houston creek just hours after sneaking out of her home late on Sunday night. The young girl’s body was discovered floating in a nearby bayou on Monday morning, sparking a chilling murder investigation.

Two Men Arrested Over Brutal Killing

Authorities have arrested two men, Johan Jose Martinez Rangel, 22, and Franklin Jose Pena Ramos, 26, both Venezuelan nationals in the U.S. illegally. They face capital murder charges in connection to Jocelyn’s death.

Police revealed the pair allegedly lured Jocelyn under a bridge, held her captive for over two hours, and may have gang-raped her before strangling her. Disturbingly, they restrained her and removed her clothing during the attack.

Suspects Had Prior Arrests But Were Released

  • Rangel was arrested near El Paso in March but was released with a notice to appear later.
  • Ramos was also released after a May arrest in the same area.

Both had recent encounters with U.S. Border Patrol but avoided detention. Prosecutors are requesting $1 million bail for each man.

Heartbroken Family and Community Demand Justice

Surveillance footage shows Jocelyn visiting a convenience store close to her home around midnight, where she reportedly met the suspects. Her 13-year-old boyfriend was also seen speaking to her on the phone that night.

Witness Billie Jackson found Jocelyn’s body and called emergency services immediately. Her mother, Alexis Nungaray, is shattered. “It’s like it’s not real,” she said. “I keep hearing everything, and it’s not registering.” Alexis recalls warning Jocelyn not to stay out late the night she disappeared.

Alexis also revealed her daughter had struggled with mental health issues recently. “I don’t know why she walked around late at night here. I always told her to be safe, to never leave the house unattended.”

Family describes Jocelyn as a loving, goofy child with big dreams. Her uncle said, “She brightened up the room and was loved by everyone.”

The family suspects the suspects either lived nearby or walked from a local state park. “They took advantage of her. She’s just 12. I want justice. I want whoever saw them to call the police,” Alexis added.

A GoFundMe campaign has raised nearly $40,000 to cover funeral costs and honour Jocelyn’s memory. The community mourns the loss of a bright young life snuffed out far too soon.
