Fugitive Found Sleeping in Car After Going on the Run

Matthew Downing, 25, was caught red-handed sleeping in a recently bought car in the quiet Surrey village of Gomshall. This came just days after he was officially declared a missing sex offender by kent.police.uk" target="_blank" rel="noopener" title="Kent Police" data-wpil-keyword-link="linked">Kent Police. The convicted paedophile fled over 100 miles from his home in a desperate bid to evade capture.

Shattered Sexual Harm Prevention Order

Back in January 2022, Downing was slapped with a Sexual Harm Prevention Order (SHPO) after being convicted for making indecent images of children. The order severely limited his internet use, demanding he notify police of any devices and install monitoring software.

Yet by February 2025, Kent Police’s elite MOSOVO Targeting Team uncovered he’d secretly been using a smartphone, laptop, two virtual computers, and an online storage device—none authorised by the authorities. Even worse, he accessed dark web sites, anonymous browsers, and social media apps with disappearing messages to hide his vile activities.

Sharing Child Abuse Images Despite Restrictions

Further probes revealed Downing used these tech tools to create and share indecent images of children, flagrantly breaking both his SHPO and sex offender notification rules. In total, he faced 13 charges, including 10 for breaching the SHPO. Downing pleaded guilty to every count.

On Thursday 8 May 2025, Canterbury Crown Court handed him a hefty prison sentence of five years and three months. This includes two years and three months for unrelated crimes outside Kent.

Police Fury As Downing’s Crimes Uncovered

Detective Constable Marie-Anne Boulton of Kent Police blasted: “Matthew Downing has repeatedly demonstrated that he cannot be trusted to access the internet without being complicit in the sexual abuse of children whose images he views and shares online.”

“He thought he could get away with hiding his devices from us by running away to Surrey, but our specialist officers were quickly able to locate him and bring him to justice.”
