Lucy’s Law Cracks Down on Puppy and Kitten Puppy Farms in England
The Government has launched a game-changing law to smash the cruel trade of puppies and kittens sold through third-party dealers. From today (Monday 6 April), buying a puppy or kitten in England means going straight to the breeder or adopting from a rescue centre—no more dodgy middlemen.
Say Goodbye to Puppy Farms and Third-Party Dealers
Named after Lucy, a Cavalier King Charles Spaniel rescued from horrific puppy farm conditions, Lucy’s Law targets the heart of the problem: unscrupulous sellers who flood the market with sick, traumatised puppies and kittens ripped from their mothers too soon.
Under the new rules, licensed breeders must show buyers puppies or kittens with their mothers right where they’re born. Anyone caught selling these pets without a licence faces unlimited fines or up to six months in prison.
Law Aims to End Suffering and Risky Puppy Trade
Puppy farms rely on dealers who transport animals over long distances, causing serious health and behavioural issues that new owners unknowingly inherit. Lucy’s Law cuts out these dealers, making all breeders fully accountable for the pets they sell.
Animal welfare minister Lord Goldsmith said:
“Today is a significant milestone for animal welfare and a major step toward ending cruel puppy farming and smuggling. After all the hard work of Marc Abraham and the Lucy’s Law campaign, I’m thrilled that we have this crucial legislation to tackle the heartbreaking third-party trade of dogs and cats.”
“But we need the public to help too—always ask to see puppies and kittens with their mothers at the place of birth. Spot suspicious signs and report illegal sellers. Together, we can protect the nation’s pets and give them the best start in life.”
Veteran Campaigner Hails Victory After 10 Years
Marc Abraham, the media vet and founder of Pup Aid, led the decade-long push for this reform. He said:

Public Campaign to Spot and Stop Illegal Sellers
The new law follows last month’s ‘Petfished’ campaign, warning buyers about sneaky sellers pretending to be responsible breeders. Watch out for red flags like litters without mums or rushed sales.
Lucy’s Law has gained support from stars like Ricky Gervais, Brian May, Rachel Riley, and Peter Egan. It aims to smash the cruel trade and save countless animals from lonely, grim lives in filthy puppy farms where they’re kept isolated and in the dark.
