Ex-PC Ruth Halkon Caught Forging Warrant Signature but Escapes Dismissal
Forgery Scandal Rocks Former Officer
Former Police Constable Ruth Halkon sparked controversy after she admitted to forging a magistrate’s signature on a search warrant in 2018. The forgery came to light just before the warrants were executed in July that year.
Perverting the Course of Justice
Halkon applied for two warrants at 1 Magistrates’ Court under her manager’s orders in June 2018. However, she later confessed to copying and pasting a judge’s signature onto one warrant. In December 2019, she was officially cautioned for perverting the course of justice.
Professional Standards Ruling
Assistant Commissioner for Professionalism, Helen Ball, investigated the case thoroughly. Despite the forgery, AC Ball found Halkon guilty only of misconduct for Discreditable Conduct and failing to follow Orders and Instructions, ruling no breach of Honesty and Integrity.
Crucially, if Halkon were still with the Metropolitan Police Service, she would not have faced dismissal over the incident.
