IOPC Launches Probe Into Police Over Shotgun Return to Jake Davison
The Independent Office for Police Conduct (IOPC) has confirmed it will investigate Devon and Cornwall Police after they returned a shotgun and certificate to Jake Davison last month. These firearms had been seized in September 2020 following an assault allegation.

22-year-old Davison unleashed terror across a quiet Keyham neighbourhood before turning the gun on himself. Among the victims were father Lee Martyn and his three-year-old daughter Sophie.
Devon and Cornwall Police have named all five victims as local residents, mourning the loss felt across the community.
Investigation Targets Police Firearms Licensing Decisions
The probe began after the force sent a mandatory referral containing details of Davison’s firearms licensing history. The shotgun and certificate were removed in December 2020 but returned in early July this year, despite the earlier assault claim.
IOPC regional director David Ford said: “We received a mandatory referral from Devon and Cornwall Police relating to yesterday’s tragic events in plymouth/" title="Plymouth" data-wpil-keyword-link="linked">Plymouth, where six people lost their lives. Our thoughts remain with all those affected.
The referral covers police contact with Jake Davison before the incident, focusing on firearms licensing.
“We will carry out an independent investigation, examining the police actions, their timing, and the decisions made regarding Mr Davison’s access to a shotgun.
We aim to see if all relevant laws, policies, and procedures were properly followed.”
