Fire Boss Phil Garrigan Snags Top King’s Honour for Life-Saving Work
Merseyside Fire & Rescue Service’s Chief Fire Officer, Phil Garrigan OBE, has bagged the King’s Fire Service Medal (KFSM) in the 2024 New Year Honours. It’s one of the highest accolades for bravery and service in the fire community – a true badge of honour.
From Merseyside Streets to National Hero
Phil joined Merseyside Fire & Rescue back in 1990 and has spent over three decades protecting the region’s most vulnerable areas. Known for his community-first approach, he’s used the trust placed in the fire service to tackle risks right where they start. Thanks to his leadership, fire deaths in Merseyside have dropped to an all-time low.
Phil’s influence stretches far beyond Merseyside. He’s the National Fire Chiefs Council Vice Chair and heads up youth-focused initiatives that have reshaped hundreds of young lives across the UK, including reviving the UK Fire Cadet movement in 2013. Thousands of kids now gain vital skills and contribute massive hours of community service under his watch.
Big Achievements & National Impact
- Led Merseyside Fire to two ’Outstanding’ HMICFRS ratings in 2018—the only UK service to get both.
- Secured three ’Outstanding’ ratings in 2023 for prevention, response to major incidents, and resource use.
- Steered the fire service’s national response to COVID-19 as National Fire Gold Commander.
- Coordinated fire aid during global crises, including the liverpool/" title="Liverpool" data-wpil-keyword-link="linked">Liverpool Women’s Hospital attack, Turkey and Morocco earthquakes, and Ukraine war relief.
Phil also sits on several charity and education boards, including the LFC Foundation and Rainbow Education Multi Academy Trust, giving him a unique grasp of the sector’s needs.
