Devon and Somerset Fire Service Praised but Faces New Safety Warning
The Devon and Somerset Fire and Rescue Service has been lauded for its top-notch emergency response but hit with fresh criticism over delays in fire prevention. The damning yet hopeful report was unveiled today by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS).
Emergency Response Shines Amid Prevention Backlog
Inspectors gave a thumbs up for the Fire Service’s swift and skilled handling of 999 calls and major incidents. They also praised its risk awareness within communities. But trouble loomed over a growing backlog in crucial home fire safety visits.
Post-pandemic recovery struggles, tech glitches, and staffing gaps have all slowed prevention efforts. The report flagged this backlog as a new cause for concern but noted the Service had already started tackling these issues before the inspection.
Culture Improves Dramatically
A bright spot in the report was the scrapping of prior worries about internal culture. Inspectors hailed “hard work over the last three years” that transformed the workplace vibe and boosted whistleblowing support. However, they urge the Service to push harder to ensure a truly supportive culture across the board.
Chief Fire Officer Vows to Build on Success
Chief Fire Officer Gavin Ellis welcomed the praise and committed to further improvements, saying:
“It’s great to see our emergency response praised. When people dial 999, they deserve top service. We’re pleased our culture efforts are recognised, but we know there’s more to do.”
On prevention challenges, Ellis said reforms are already underway:
“Preventing emergencies is a huge focus. The recommendations made are mostly about processes, and we’ve started sharpening how we target and evaluate prevention work.”
He added that 85% of referrals from partner agencies involve individuals at high or very high risk, showing the Service prioritises the most vulnerable.
New Inspection Grading System Introduced
This inspection also featured a revamped HMICFRS grading system, including a new “adequate” rating that could affect how areas compare to past reports.
