South Wales Fire Chief to Quit After Scandalous Abuse Report

South Wales Fire and Rescue Service is in crisis after a damning report exposed rampant sexual harassment, abuse, and a toxic “boys’ club” culture. Chief Fire Officer Huw Jakeway has announced he will step down amid the fallout.

Shocking Findings from Independent Review

The scathing report, led by Fenella Morris KC, was launched after an ITV investigation in December 2022 revealed two firefighters accused of harassment and abuse were allowed to stay on the job. The review uncovered a culture that “tolerated” everything from sexual harassment and domestic abuse to discrimination, bullying, and drug and alcohol misuse.

Criminal misconduct was often ignored, while staff feared challenging senior officers. Testimonies pointed to nepotism, patriarchal attitudes, and a deeply ingrained “boys’ club” at the top.

Sexism and ‘Dark Humour’ Mask Abusive Culture

The report revealed that “dark humour” was used as a cover for sexist remarks, with offensive images and violent content shared in WhatsApp groups. Women were routinely objectified, harassed, and excluded. Shockingly, even the reviewers themselves faced similar behaviours during the investigation.

Leaders Face Blowback

Chief Fire Officer Jakeway expressed deep regret, saying, “I am confident through a collective commitment across the Service and with assistance from partners, South Wales Fire and Rescue Service will emerge with a more positive and inclusive culture.”

Deputy Minister for Social Partnership Hannah Blythyn slammed the leadership failures and demanded urgent action to fix governance and decision-making.

The fire service, which held ‘white ribbon’ status since 2014 as a safe haven for women, has now suspended this accreditation following the ITV expose.
