Surrey County Council Snaps Up New Head of Children’s Services

Surrey County Council (SCC) has named Rachael Wardell as its new Executive Director of Children, Families and Lifelong Learning. She’ll start the role in early December, stepping in after the sudden death of former director Dave Hill in June.

Experienced Leader Ready to Drive Change

Rachael arrives from the London Borough of Merton, where she served as Director of Children, Schools and Families. She brings a wealth of experience, including five years as Director of Children’s Services and Director of Adult Social Services at West Berkshire Council. She’s also held key roles at Wokingham Borough Council and Ofsted.

Council Bosses Praise Rachael’s Passion and Vision

“Rachael is committed to continuing the vision the Council has set and will build on the excellent work of everyone in the Directorate to transform our services for children and families,” said SCC Chief Executive Joanna Killian. “This role is a pivotal one, essential to our external partnerships, and we are confident Rachael will provide the leadership, focus and passion in pursuit of our improvement journey.”

On stepping into Dave Hill’s shoes, Killian added: “It has never been more important to focus on the happiness and wellbeing of our young people. Dave left an enormous legacy, but Rachael, who knew him well, will take it forward, championing the importance of ensuring all our children are loved, cherished and supported to thrive.”

Rachael Wardell said: “To be offered the opportunity of continuing the work Dave started is a huge personal privilege. I was inspired by his approach, and I’m excited to help improve wellbeing and opportunities for every child in Surrey.”

SCC Leader Tim Oliver added: “This is a crucial appointment. Rachael is committed to improving our children’s services and unlocking the potential of our young people.”
