In a powerful letter to Paymaster General Michael Ellis, Sir Brian said:

“The force of Sir Robert Francis QC’s recommendation of an interim payment, as amplified by his oral evidence, compelled me to consider exercising my powers to make this report.”

He added that basic justice demanded quick action. “After considering all submissions and hearing harrowing evidence of physical and mental suffering, I felt it was right to propose interim payments without delay to all infected and bereaved partners registered with UK support schemes, and to those who register before any future scheme begins.”

The suggested £100,000 minimum payout echoes recommendations from Sir Robert Francis QC, whose June report laid the groundwork for a fair compensation framework. The inquiry delves into how thousands were infected with HIV and hepatitis C via contaminated NHS blood products in the 1970s and 80s—one of the UK’s worst medical disasters.
