Stephen Pennington: High-Risk Sex Offender Escapes
Lancashire Police are urgently searching for Stephen Pennington, a convicted child rapist and high-risk sex offender. The 37-year-old has breached his Sexual Harm Prevention Order (SHPO) and is now on the loose.
Pennington, originally jailed in 2009 for child rape, was recently locked up again in 2024 for multiple SHPO violations and failing to notify authorities as required. He is being tracked by the Management of Sexual or Violent Offenders (MOSOVO) team, who warn he poses a serious threat to women and children.

- Height: 5ft 10in
- Aliases: Steven Cayzer, Stuart Rigby
- Distinctive Marks: Tattoos on neck, hands, and body; toes turned outwards due to deformity
- Known Areas: Blackburn, Blackpool, Wigan, and Scotland
