Convicted sex offender Owen Payne from Maidstone has been locked up for two years and eight months after repeatedly flouting a court order designed to keep him in check.

Owen Payne’s Serial Breaches

Owen Payne, 24, had already received a suspended prison sentence for trying to incite a child into sexual activity. On top of that, he was slapped with a Sexual Harm Prevention Order (SHPO). This meant he had to notify police of every internet-enabled device he used.

But Payne ignored the rules. During a routine police check in September 2024 at his Cornwallis Avenue home, officers found:

  • Three mobile phones
  • A tablet
  • A gaming device
  • A computer
  • 16 different online aliases

None of these were reported to police, breaking his SHPO.

Weapons Haul Discovered

Things got worse when cops uncovered nine bladed weapons at Payne’s place, including knives and swords. He was charged with:

  • Breaching the SHPO
  • Failing to notify police of devices
  • Illegal possession of weapons

Payne pled guilty to every charge and was sentenced at Maidstone Crown Court on February 4, 2025.

Police Blow the Whistle

“Owen Payne had already been convicted of sexual offences, yet he chose to continue breaking the law by ignoring his court order,” said Investigating Officer Mark Deacon.

“He thought he could get away with hiding seven internet devices and 16 usernames, and keep illegal weapons at home.

“Payne’s a calculating, dangerous offender who rightly now faces jail time.”
