Man Charged with Murder of PC Andrew Harper
Jed Foster, 20, has been charged with the murder of PC Andrew Harper in West Berkshire. The Crown Prosecution Service (CPS) confirmed the move after a thorough review of the evidence.
Details of the Charge
Foster faces charges for both the murder and the theft of a quad bike on August 15, 2019. He is set to appear at Reading Magistrates’ Court on Tuesday, August 20, 2019, at 10am. Nine others arrested in connection with the case have been released on bail until September 13, 2019.
CPS Statement: Fair Trial and Evidence
“Following the death of PC Harper in Berkshire, the Crown Prosecution Service has today authorised Thames Valley Police to charge Jed Foster, 20, with murder and the theft of a quad bike,” said Chief Crown Prosecutor Jaswant Narwal.
“We will offer to meet with PC Harper’s family to explain the basis of the decision we have made following a lengthy review of the evidence available.”
“May I remind all concerned that criminal proceedings against Mr Foster are now active and that he has a right to a fair trial. It is extremely important that there should be no reporting, commentary or sharing of information online which could in any way prejudice these proceedings.”
The CPS stressed that charging Foster does not imply guilt. Rather, it is an independent assessment based on evidence available at this stage, following the Code for Crown Prosecutors. The final verdict will be decided in court.
Ongoing Review and Court Process
CPS prosecutors will continue to review the case as it progresses, adapting to any new evidence or defence arguments. Charges may be altered or dropped if necessary.
