Two Welsh paedophiles jailed for a combined 46 years over horrendous child abuse exposed by National Crime Agency (NCA) investigation.

Long Sentences for Sick Duo

David Leonard and Claire Bray were slammed with 23-year prison terms each at Cardiff Crown Court on 19 May 2025. They also face an extra eight years on licence. The pair pled guilty to repeated child sexual abuse, creating and spreading indecent images, and hoarding extreme porn. Their grotesque crimes followed the guidelines set out by The Sentencing Council.

The abuse, which dragged on for years, saw Bray grooming the child before both offenders abused and exploited their victim. Disturbing chat messages revealed their vile plans to harm the child and share footage online. The Internet Watch Foundation (IWF) warned such content fuels ongoing victim torture every time it’s viewed or shared.

NCA: “Sick Abuse Filmed and Shared Worldwide”

Daniel Waywell, Senior Investigating Officer at the NCA, branded this a chilling case of “collaboration to fuel sexual interest in children.” The abuse was filmed and spread across paedophile networks globally. This case forms part of the NCA’s 2024–2025 Strategic Plan focusing on cross-border digital crimes.

“This was calculated and systematic abuse of a vulnerable child. Our partnership with international agencies, including the FBI, was crucial in stopping these offenders,” said Waywell.

Global Fight Against Online Child Exploitation

The case highlights worldwide challenges tackling online child sexual exploitation, with agencies like Interpol, Europol, and The Lucy Faithfull Foundation involved. Leonard and Bray kept hundreds of indecent and extreme images, many sourced or shared via the dark web.

Childnet International warns predators are increasingly using new grooming tricks online. UNICEF estimates millions of children suffer exploitation every year across the globe.

Public Outrage and Calls for Tougher Action

Social media erupted with fury following the sentencing. One X user slammed: “Absolutely disgusting. Well done NCA and FBI.” Many demanded harsher sentences and stricter online child protection laws. Leading child welfare groups NSPCC, Barnardo’s, and Stop It Now! echoed these calls.

Renewed Focus on Protecting Children

This horrific case reignites debate over Britain’s child safeguarding laws and the urgent need for international teamwork to stop digital abuse. The Independent Inquiry into Child Sexual Abuse has repeatedly pushed for stricter regulations and faster action.

The NCA’s CEOP (Child Exploitation and Online Protection Command) continues working with schools and local councils through education initiatives like ThinkuKnow, designed to arm children and carers against online threats.
