One outstanding staff member and five heroic officers have been handed top honours, showcasing acts from hostage negotiation to nurturing tomorrow’s police recruits. Three of these awards stem from the biggest investigation Essex Police has ever faced.
Chief Constable Praises Outstanding Dedication

Volunteers’ Champion: Jenny Brouard Receives Honour
Jenny Brouard, a superstar member of staff, earns praise for her voluntary and charitable services. Since 2008, she’s organised the annual Volunteers Awards night to celebrate those giving up their time for Essex Police.
- Heads the largest Community Accreditation Scheme (CSAS) in the UK, linking 46 organisations and 545 volunteers.
- Created the Active Citizens concept in 2015—148 volunteers helping with house enquiries and community support—highlighted nationally in 2018.
- Leads Volunteer Police Cadets since 2018, growing ranks to over 400 cadets across 13 units.
Her work has bagged multiple awards, inspiring communities nationwide. Now she’s receiving well-deserved recognition for her dedication.
Five Officers Awarded Queen’s Police Medal
Detective Inspector Caroline Williams: Champion for Survivors
With 26 years on the force, DI Williams is a key figure fighting sexual exploitation. She leads the Sexual Assault Referral Centre pathway, collaborates with survivor groups, and raises awareness against Female Genital Mutilation. Her relentless pursuit of justice and support for vulnerable children has won praise from survivors and partners alike.
Detective Chief Inspector Jasmine Frost: Calm in Crisis
DCI Frost, a hostage negotiation ace, has handled over 200 incidents since 2009—including a 20-hour siege in Southend and a violent episode on the River Thames. She’s a national trainer, strategist, and has been honoured with a National Long Service Award for negotiation. Her courage and cool-headedness prevent force and save lives.
Heroes of Essex’s Biggest Investigation
In October 2019, Essex Police uncovered a devastating tragedy: 39 Vietnamese migrants, including two teenagers, dead inside a lorry trailer. Over 1,300 personnel worked the sprawling investigation that led to eight men facing sentencing for organised crime and manslaughter.
- Detective Chief Inspector Martin Pasmore: Led victim identification with dignity, reuniting families after painstaking work. Retired after 27 years, he earned the National Homicide Working Group’s SIO of the Year award.
- Chief Superintendent Stuart Hooper: Key in coordinating international agencies from nine countries, fostering a Joint Investigation Team and shaping national strategies against immigration crime.
- Detective Inspector Michelle Stoten: Family liaison star who bridged cultural and language gaps, supporting grieving families thousands of miles away. Led visits to Vietnam and ensured sensitive, respectful care for victims and their relatives throughout the ordeal.
The tireless efforts of these officers left a lasting legacy in Essex and beyond—showing police dedication at its very best.
