Storm Ciarán Brings Fierce Winds and Flood Fears Across UK
The biggest threat from Storm Ciarán is fierce winds, but heavy rain is set to cause flooding across multiple regions. Surface water and river flooding risks are soaring as downpours hit from Wednesday evening.
Heavy Rain Hits South West Tonight, Spreads North
From 6pm tonight, the South West will be battered by heavy rain, spreading overnight to the Midlands, North West, and North East, continuing into Thursday. Flood alerts and warnings are expected nationwide as teams brace for coastal and river impacts.
Overnight Wednesday into Thursday looks particularly dangerous for river flooding. Early Thursday’s morning tide on the South Coast—especially between Dorset and East Sussex—is a major concern. In exeter/" title="Exeter" data-wpil-keyword-link="linked">Exeter, mobile flood barriers are being deployed, while temporary defences are ready along the River Severn.
Environment Agency Issues Stark Warning
Ben Lukey, Flood Duty Manager at the Environment Agency, said:
“Storm Ciarán’s onshore gales and large waves could trigger significant flooding on parts of the south coast tomorrow. Minor coastal flooding is also possible from Dorset to Sussex this evening and along the North East coast on Thursday.
“Surface water and river flooding may hit the West, South, and North East from today until Friday, with minor impacts lingering into Saturday due to further showers.”
“Our teams are out clearing debris, operating flood defences, and working with local partners to reduce the hit to communities. We urge people to stay safe on coasts—avoid coastal paths and do NOT drive through floodwater. Just 30cm of flowing water can sweep your car away.”

Flood Risks to Persist Despite Staff Strike
From 7am Friday 3 November, some Environment Agency staff plan a four-day strike. The agency vows to mitigate risks amid ongoing water level concerns as river catchments manage rising flows post-storm.
Automated flood warning systems will remain operational. Residents are urged to heed all flood warnings and call Floodline on 0345 988 1188 with questions or concerns.

Lessons from Storm Babet and Government Support
During Storm Babet, the Environment Agency protected around 97,000 properties by deploying 20 high-volume pumps and five smaller pumps. Over 300,000 flood warnings were sent out via email, phone, and text.
Tragically, Storm Babet saw multiple deaths and about 2,150 homes flooded. The Environment Agency is reviewing how to better protect vulnerable properties moving forward.
Government support is rolling out for flood-hit areas across England with the activation of the Flood Recovery Framework scheme.
The public should sign up for flood warnings and check the latest safety advice. Tidal flooding remains possible and heavy rain on saturated ground may cause more flooding.
