UK Unveils Bold ‘Pioneer’ Plan to Safeguard Research and Innovation

Government’s Pioneer Prospectus: A Safety Net for UK Science
Launched on Thursday 6 April, the Pioneer prospectus promises a long-term strategy to support cutting-edge research and innovation across the UK. It kicks in only if the UK cannot link up with Horizon Europe on fair terms.
Experts React: Hopeful but Ready for Plan B

But if an agreement can’t be reached quickly, it’s right that the UK has a backup plan. We look forward to working constructively on this package and believe some elements could strengthen UK science even if we join Horizon.”

If Horizon joining fails, Pioneer’s prospectus will help us prepare. The Academy is ready to deliver Pioneer’s Discovery elements in partnership with key bodies.”

What Pioneer Means for UK R&D Funding
The Levelling Up R&D mission is crucial for boosting scientific and economic growth across UK regions, strengthening the overall R&D landscape.
Pioneer would receive an investment roughly equal to what the UK would have paid to join Horizon from 2021 to 2027—around £14.6 billion by 2027-28, including current Horizon Guarantee support.
Unlike Horizon, where funding and returns depend on competitive success within the EU, under Pioneer all funds stay within UK science and innovation. Previously, the UK’s EU Horizon funding varied by 40% annually. On average, UK scientists might receive over £3 billion more through Pioneer.
