Child Exploitation Gang Sentenced in Stoke-on-Trent
Six men have been slammed with hefty prison sentences at Stoke-on-Trent Court after being convicted for exploiting children in a chilling drug operation.
Police Probe Uncovers Child Victims and Exploiters
Police launched a major investigation in May 2019 after concerns were raised about the exploitation of a child. Over six months, a specialised team working with multiple agencies identified two child victims and several offenders by February 2020.
In a sweeping enforcement operation in Stoke-on-Trent throughout February and March 2020, suspects Umar Rafi, Usman Rafi, Muazzam Naseer, Haroon Hussain, Paul Harnett, and Lee Comley were arrested. Mohammed Hassnain Shabir was apprehended later in September 2020.
Victims Forced Into Crime and Drug Supply
The investigation revealed the men coerced children between March 2019 and February 2020. The victims were manipulated into committing drug offences multiple times before finally revealing the abuse they suffered.
Detective Constable Stuart Pearson said: “We welcome these sentences and I would like to praise the boys for their cooperation throughout this complex investigation. They helped us massively to ensure this successful prosecution and prevented other young people from being forced into crime and a life of misery.”
He added, “I’d also like to thank the Crown Prosecution Service’s West Midlands Complex Crime Team for their excellent support throughout the investigation.”
Detective Inspector Stephen Ward commented: “This landmark case shows that when disclosed, we can get those responsible prosecuted and held accountable. The partnership approach was key. I urge anyone affected to contact Staffordshire Police or a professional body knowing their voices will be heard.”
Offenders’ Sentences: Years Behind Bars
- Umar Rafi, 31: 16 years for forced labour, facilitating exploitation, obstructing justice, and conspiracy to supply Class A drugs.
- Usman Rafi, 29: 15 years after pleading guilty to similar charges involving forced labour and drug supply.
- Muazzam Naseer, 25: 15 years for forced labour, arranging travel for exploitation, and drug conspiracy.
- Haroon Hussain, 29: 15 years for forced labour and drug supply offences.
- Mohammed Hassain Shabir, 24: 4 years 6 months for robbery.
- Paul Malcolm Harnett, 46: 3 years 9 months, released due to time served, for allowing premises to be used for drug supply.

Councillor Mark Sutton of Staffordshire County Council said: “Forcing children into drugs supply is heartless. I’m pleased to see these offenders punished and authorities working together to protect the vulnerable.”
Councillor Lynn Watkins from Stoke-on-Trent City Council added: “This insidious crime exploited children, but joint efforts led to this successful prosecution. It’s a strong message that such crimes won’t be tolerated.”
