Lucy’s Law Cracks Down on Puppy and Kitten Scammers

The Government has rolled out game-changing legislation to smash the low-welfare puppy and kitten trade in England. From today, Monday 6 April, commercial third-party sales of puppies and kittens are banned.

Buy Direct or Adopt: The New Rules

Under Lucy’s Law, anyone wanting a puppy or kitten in England must now buy directly from a licensed breeder or adopt from a rescue centre. Breeders must show puppies interacting with their mothers at the place of birth. Any business selling puppies or kittens without a licence faces unlimited fines or up to six months behind bars.

Who Was Lucy? The Heartbreaking Story Behind the Law

The law is named after Lucy, a Cavalier King Charles Spaniel rescued from a cruel puppy farm. These puppy farms flood the market with sick, traumatised, and unsocialised animals ripped from their mums at weeks old. Many puppies endure hazardous long-distance journeys and later suffer serious medical and behavioural problems – all hidden from innocent buyers.

Lucy’s Law cuts out the middlemen, forcing all breeders to be accountable and putting an end to the shady dealer chain.

Government Pledges Tougher Animal Crime Sentences

Alongside Lucy’s Law, the Government plans harsher penalties for animal cruelty – raising maximum jail time from six months to five years. New laws on animal sentience and restrictions on long live animal journeys are also on the cards.

Animal welfare minister Lord Goldsmith said: “Today is a significant milestone for animal welfare, and a major step towards ending cruel puppy farming and smuggling. Thanks to the hard work of Marc Abraham and the Lucy’s Law campaign, we finally have legislation to tackle the heartbreaking third-party trade of dogs and cats.”

“The public must do their bit too. Always ask to see puppies and kittens with their mums at home. Spot the warning signs and report suspicious sellers. Together, we can protect the nation’s pets and give them the best start in life.”

Marc Abraham, campaign leader and vet, added: “I’m incredibly proud to have led the 10-year fight to ban cruel puppy and kitten dealers. Huge thanks to the Government, parliamentarians, celebrities, welfare groups, and the public who backed us.

Lucy was a brave dog, and this law rightly honours her memory by ending puppy farm cruelty, protecting breeding dogs and cats, their young, and loving owners from unscrupulous dealers.”

Lucy’s Law caps off a decade-long grassroots movement supported by stars like Ricky Gervais, Brian May, Rachel Riley, and Peter Egan. Their efforts expose breeders who keep dogs imprisoned alone in dark, filthy conditions.

Last month’s ‘Petfished’ campaign warned the public about dodgy sellers using slick tricks to hide poor breeding conditions. Watch out for litters without mums present or pushy sales tactics – these are red flags for illegal third-party dealers.
