A former top Essex Police officer has been sacked without warning after being found guilty of sexual misconduct and abusing his position for personal gain.

Ex-Chief Superintendent Binned for Gross Misconduct

Tom Simons, a former Chief Superintendent, faced the axe following an investigation led by the Independent Office for Police Conduct (IOPC). The disciplinary panel ruled he engaged in inappropriate sexual behaviour with several colleagues at work, failed to declare a workplace relationship, and ignored warnings to stop his actions.

The panel uncovered that Simons pursued relationships with co-workers without disclosure, shattering professional boundaries and flouting workplace standards.

Dismissed Without Notice and Barred from Policing

Despite denying all charges, Simons was found guilty of gross misconduct by a panel chaired by Assistant Chief Constable John Murphy from Bedfordshire Police. The result? Immediate dismissal without notice and permanent banning from UK law enforcement via the College of Policing’s barred list.

No Place for Sexual Misconduct in Policing’

Essex Police Chief Constable Ben-Julian Harrington slammed Simons’ actions:

“There is simply no place in policing for people who think, wrongly, that they can get away with sexual misconduct. I pay tribute to the witnesses and those who supported them in coming forward. This case is particularly disappointing given the seniority of the former officer.”

The case was first referred to the IOPC in March 2022, with Simons suspended soon after. The Crown Prosecution Service (CPS) reviewed the evidence but decided not to bring criminal charges in June.

IOPC Director: Abuse That Destroys Public Trust

Emily Barry, Director at the IOPC, condemned Simons’ conduct, highlighting the damage it causes:

“Officers who abuse their position for a sexual purpose have absolutely no place in policing. Despite reminders to maintain professional boundaries, Ch Supt Simons continued his inappropriate behaviour. He has deservedly lost his job, and this kind of conduct severely harms public trust and confidence in police officers.”
