London’s ULEZ Fines Spiral to £218 Million Unpaid
Londoners have slapped the table on paying their Ultra Low Emission Zone (ULEZ) fines, racking up a staggering £218 million in unpaid penalties. New figures from a Freedom of Information request have revealed the shocking scale of the fine backlog.
Millions of Fines Issued, Majority Ignored
Between September 2023 and April 2024, Transport for London (TfL) issued over 1.3 million penalty charge notices (PCNs) within the newly expanded ULEZ zone. But shockingly, more than 70% remain unpaid. While £28.5 million has been collected, £218.3 million still sits outstanding, leaving TfL facing a huge enforcement headache.
The ULEZ expansion in August 2023 now covers all 32 London boroughs. Non-compliant drivers are slapped with a daily £12.50 charge. Each fine starts at £180 but is halved to £90 if paid within 14 days.
Repeat Offenders and Vandalism Wreak Havoc
One rogue driver alone has amassed over 200 fines, owing a whopping £47,682 and paying none. Meanwhile, TfL faces vandalism issues, as so-called ‘blade runners’ target ULEZ cameras, dismantling them in outer boroughs using power tools. The cost to repair remains undisclosed.
TfL Defends ULEZ Despite Payment Issues
“More than 95% of vehicles seen in the ULEZ on an average day are compliant,”
TfL said, stressing, “The scheme is not about making money but improving London’s air quality.”
TfL also pointed out motorists have options to pay at a 50% discount within 14 days, pay in full within 28 days, or challenge fines. Around 10% of PCNs issued since the expansion have been cancelled for valid reasons, demonstrating some flexibility.
The Battle to Clean London’s Air Goes On
The ULEZ aims to slash harmful emissions and improve health across London. Despite the mountain of unpaid fines and enforcement woes, TfL claims the scheme is working — with the majority of vehicles now meeting emissions standards.
But with nearly a billion pounds in penalties still outstanding, the fight to enforce the ULEZ and crack down on repeat offenders is far from over.
