Universal Confirms First-Ever European Theme Park Set to Open in Bedfordshire by 2031

 

In a landmark announcement for UK tourism and entertainment, Universal has confirmed it will open its first European theme park just under two hours from London. The massive 476-acre resort, to be built near Bedford, is expected to become one of the largest and most technologically advanced theme parks in Europe, welcoming 8.5 million visitors in its debut year alone.

The project, officially unveiled on 9 April 2025, follows a formal agreement between Universal, the UK Government, and Bedford Borough Council, marking a significant economic and cultural investment in the region.

£50 Billion Economic Boost and Thousands of Jobs

According to Universal and government sources, the development will generate nearly £50 billion for the UK economy by 2055. A 500-room hotel, extensive retail and dining facilities, and a large entertainment complex will accompany the flagship theme park.

Prime Minister Sir Keir Starmer praised the project, stating:

“This is not just about numbers; it’s about securing real opportunities for people in our country. Together, we are building a brighter future for the UK, getting people into work and ensuring our economy remains strong and competitive.”

The site will create an estimated 28,000 jobs20,000 during the construction phase and a further 8,000 permanent roles once the park opens in 2031.

Transforming a Former Brickworks

The proposed location is a former brickworks site near Bedford, strategically chosen due to its proximity to major transport links and its alignment with government plans to develop the Oxford-Cambridge growth corridor. The Ministry of Housing, Communities and Local Government will now lead the formal planning application process.

As part of the commitment to accessibility, the Government will support major infrastructure and transport investments, including road improvements and connections to public transport, with potential knock-on effects for nearby Luton Airport’s expansion.

Backing from Business Leaders and Global Industry

Universal’s parent company, Comcast Corporation, is fully behind the development. Company president Mike Cavanagh met with the Prime Minister at 10 Downing Street, where they reviewed concept images of the park, including thrill rides, immersive themed zones, and a spectacular water show.

“We could not be more excited to take this very important step in our plan to create and deliver an incredible Universal theme park and resort in the heart of the United Kingdom,” said Cavanagh.
“This complements our growing U.S.-based parks business by expanding our global footprint to Europe.”

Mark Woodbury, Chairman and CEO of Universal Destinations & Experiences, added:

“Bringing a world-class theme park and resort to the United Kingdom is a tremendous opportunity and is part of our strategy to introduce the Universal brand and experiences to new audiences around the globe.”

Universal’s Global Expansion

Universal’s new Bedfordshire site joins its roster of premier destinations across the globe, including:

  • Universal Orlando Resort and Universal Studios Hollywood (USA)
  • Universal Studios Japan (Osaka)
  • Universal Beijing Resort (China)
  • Universal Studios Singapore

This will be Universal’s first venture into Europe, positioning the UK as a major global player in family tourism and themed entertainment.

A Political and Economic Win

With global markets currently shaken by US-China trade tensions, the announcement provides a timely boost for Starmer’s Government. Chancellor Rachel Reeves hailed the project as:

“A vote of confidence in Britain as a place to do business.”
