A former Thames Valley Police officer has been found guilty of gross misconduct after a shocking hearing. The tribunal took place last Monday (11 February) at the force’s HQ in Kidlington, Oxford, overseen by legal chair William Hansen.
PC Heyns Caught in Drug Scandal
PC Heyns faced serious allegations over two hair samples he submitted on 25 June 2018 during a transfer application. Tests came back positive for illegal drugs. The misconduct panel claimed Heyns breached the police’s Standards of Professional Behaviour between January and June 2018, specifically around honesty, integrity, and discreditable conduct.
Honesty and Integrity in Tatters
The hearing ruled that PC Heyns broke rules on honesty and discreditable conduct, but did not find evidence he failed fitness for duty. At the time, Heyns was working within Oxford Local Policing but resigned on 10 January 2019, before formal dismissal could take place.
DCC John Campbell’s Stinging Verdict
“This hearing concluded that PC Heyns did not act with integrity. Had he not resigned, his use of illegal drugs would have led to immediate dismissal,” said Deputy Chief Constable John Campbell.
