A speeding driver who hit more than 100mph on the M20 before causing a fatal crash that killed two women has been jailed for 15 years. The collision happened near West Kingsdown on 17 October 2022 during heavy rain and standing water on the motorway.
Bilal Tahir, 29, of South Gipsy Road, Welling, London, lost control after aquaplaning on the coastbound carriageway between Junctions 1 and 2. Dr Habiba Hajallie had stopped on the hard shoulder facing the wrong way after losing control of her car.
Two Good Samaritans, Lisa Webber and Mark Heap, stopped to help but were struck when Tahir’s black BMW X5 collided with them.
Two Women Killed At Scene
Dr Hajallie and Lisa Webber were pronounced dead at the scene by paramedics. Mark Heap suffered serious injuries and was taken to the hospital for treatment.
Speed Caught By GPS Evidence
Roadside tests showed no impairment, but vehicle and mobile phone data from Tahir’s journey revealed he was speeding throughout, reaching 100mph within a mile of the crash and 98mph five seconds before impact.
Police say this was the first case in Kent where GPS data was used as key court evidence.
Guilty Plea Leads To Sentence
Tahir pleaded guilty to two counts of causing death by dangerous driving and one count of causing serious injury by dangerous driving on 23 March 2026. On 5 June, he was sentenced at the Old Bailey to 15 years in prison and disqualified from driving for 16 years.

The Serious Collision Investigation Unit stressed the dangers of speeding, particularly in poor weather. Their investigation highlighted how dangerous driving on the M20 led to tragic loss and injury.
