With Halloween just around the corner on Saturday, October 31, many are gearing up for pumpkin carving and spooky fun. But the big question on everyone’s lips: Will Trick-or-Treating be allowed amid ongoing COVID-19 restrictions?

Number 10: It Depends on Local COVID Rules

Downing Street has confirmed the answer isn’t straightforward. Trick-or-Treating depends on local COVID-19 measures under the government’s three-tier system. For example, Hampshire is in the clear — provided kids stay outside the house and groups stay small.

The infamous Rule of Six applies to all — adults and children alike must keep to groups of no more than six. So, chaperones count too.

Hampshire and Surrounding Areas: Trick-or-Treat Is On

Hampshire, Southampton, East Hampshire, Winchester, Basingstoke & Deane, Portsmouth, Gosport, Fareham, Havant, Waterlooville, Rushmoor, Test Valley, New Forest, and the Isle of Wight are all on Tier 1 (Medium alert level).

This means gatherings indoors or outdoors of up to six people are permitted. Trick-or-Treating can go ahead, but remember to maintain social distancing.

Police Warn: Respect No Trick-or-Treat Signs

Local forces are distributing “No Trick or Treat” posters to those shielding or wanting to opt out this year.

“If you are going trick-or-treating, please follow safety advice,” a police spokesperson said. “Remember some, especially the elderly, might be afraid of groups knocking at their doors. Please respect any ‘no trick or treat’ signs.”

“Halloween is for fun, but it’s not a licence for bad behaviour or vandalism. Everyone needs to consider how their actions affect others.”

Health Tips for a Safe Halloween

  • Keep groups to six or fewer.
  • Stay outdoors – don’t enter houses.
  • Use antibacterial gel regularly.
  • Respect social distancing and local guidance.

PM Boris Johnson’s spokesman added: “The rules apply everywhere and people must use their common sense to follow them.”
