King’s Speech Unveils Rail Takeover and Major Infrastructure Bills
The Government will bring Great Britain’s railways back into public hands this Parliament, confirms the King’s Speech on 17 July. The creation of Great British Railways (GBR), a new integrated delivery body, promises to overhaul the fragmented rail system.
Major Bills to Revamp UK Railways and Infrastructure
- Passenger Railway Services (Public Ownership) Bill: Fulfilling Labour’s pledge, this bill aims to restore rail services to public ownership, improving passenger experience and boosting growth. A May 2024 Ipsos survey shows 54% public support for the move.
- Railways Bill: Establishes GBR to centralise rail management, slash waste, and simplify ticketing. It will promote rail freight and expand roles for open-access operators, delivering better value for taxpayers.
- High-Speed Rail (Crewe – Manchester) Bill: Powers once allocated for HS2 north of Birmingham will now enhance rail links in the North, including new Manchester Piccadilly and Manchester Airport stations. The government confirms this doesn’t revive cancelled HS2 Phase 2.
