Top Cop Suspended Over Shady Phone Messages
Jim Colwell, the acting chief constable of Devon and Cornwall Police, has been suspended amid shocking allegations of misconduct. Devon and Cornwall’s Police and Crime Commissioner has handed the case over to the Independent Office for Police Conduct (IOPC) for a full probe.
Gross Misconduct Allegations Rock Devon and Cornwall Police
The IOPC has slapped a gross misconduct notice on Colwell. They claim he sent personal messages from his work mobile phone — with no policing purpose whatsoever. The investigation also covers his behaviour linked to a force disciplinary issue.
“Our investigation is in its very early stages. The serving of such a notice advises an officer their conduct is subject to investigation and does not necessarily mean that any proceedings will follow,” an IOPC spokesperson said.
Police Boss: Suspension Is Just Neutral, Not Guilty Verdict
Alison Hernandez, the Police and Crime Commissioner for Devon and Cornwall, broke the news of Colwell’s suspension. She stressed the suspension is a routine step to ensure a fair, independent inquiry — not an admission of guilt.
“Sadly it has been my duty to suspend Acting Chief Constable Jim Colwell and refer this matter to the IOPC. Suspension is a neutral act to enable an independent and thorough investigation to take place. It has no bearing on any indication that the allegation will be upheld and should not be seen as such,” Hernandez said.
Colwell now has seven days to respond to the suspension. Hernandez added:
“Resolving leadership issues in the force remains my most pressing priority. I fully understand that there may be concerns within the force, in our communities, and with our partners in relation to this suspension.”
