Lowestoft Couple Banned From Keeping Animals for 10 Years After Miniature Dachshund Dies From Neglect

Heartbreaking Neglect Shocks RSPCA

A Lowestoft pair have been banned from owning animals for a decade after their pet dog Duggy suffered terrible neglect. The miniature dachshund had to be euthanised after being found in an appalling state that left RSPCA inspectors and vets stunned.

Duggy was rushed to a Suffolk vet in December 2023 by a worried relative. The poor pooch was barely conscious, hypothermic, and emaciated — his ribs, spine, and pelvic bones painfully visible beneath his skin.

No Hope for Duggy’s Recovery

Vets declared Duggy beyond help and made the heartbreaking decision to put him down to end his suffering. Investigations revealed the tiny dog had endured prolonged pain and extreme weight loss over a long period due to neglect.

Owners Found Guilty in Absence

Kelly Utting, 37, and Daniel Kilty, 42, of Magnolia Court, Lowestoft, did not show up at Great Yarmouth Magistrates’ Court. They were found guilty of failing to ensure Duggy’s welfare.

  • Banned from keeping all animals for 10 years
  • Fined £1,100 each
  • Ordered to pay £1,081 legal costs
  • Hit with a £440 victim surcharge

RSPCA Inspector Calls It “Heartbreaking”

RSPCA inspector Emily Astillberry led the investigation and described Duggy as “one of the thinnest dogs I’ve ever seen.”

“Every rib and vertebra was clearly prominent, and his hips and pelvic bones were protruding beneath his skin.”

“This weight loss wouldn’t have happened overnight. Duggy suffered for a long time because the owners failed to seek urgent veterinary care.”

Remaining Animals to Be Removed

The court’s disqualification means any animals still at the couple’s home must be rehomed or handed over to the RSPCA. If not, police will seize them.

The case has sparked fresh calls for tougher punishments and greater awareness around pet neglect and the urgent need for veterinary care.
