Devon man caught in chilling online paedophile ring

Luke Cowling, 27, from Launceston, Devon, has been sentenced to nine years in prison for attempting to arrange child sex offences, causing child sexual exploitation, and making and distributing indecent images of children. The disturbing crimes unfolded after police received a tip-off from the National Crime Agency (NCA) in August 2021 linking Cowling to videos of child abuse uploaded online.

Dark web dealings exposed by undercover police sting

Further investigations revealed Cowling had spoken online with an adult posing as a person interested in child abuse. During the conversations, Cowling shockingly discussed plans to rape the ‘profile’s’ seven-year-old daughter — unaware the account was operated by an undercover officer. This led to a search of Cowling’s home, where police seized multiple devices filled with illegal material.

Police analysis exposed Cowling’s twisted communications with a convicted paedophile in Merseyside. The pair exchanged tens of thousands of messages, directing the other man to abuse his adopted children and send Cowling the horrific videos and photographs.

Swap of vile ‘contracts’ and child abuse files

  • Cowling coerced the other offender to ‘sign’ a contract acknowledging Cowling as his ‘master’.
  • They shared thousands of indecent images and videos.
  • Cowling also distributed child abuse content to others online.

During police interviews, Cowling admitted having a sexual interest in children.

Police issue stark warning to would-be offenders

Officer Sophie House said: “This complex investigation involved multiple forces and the NCA. Cowling’s sentence sends a strong message that child sexual abuse will not be tolerated. Those involved in these disgusting crimes are exposing children to horrific harm, and we will relentlessly pursue and prosecute offenders.”

“Possessing child sexual abuse material fuels the exploitation of children globally. If you engage in such crimes, expect to be caught and face justice.”

Cowling has also been slapped with a 20-year Sexual Harm Prevention Order and must remain on the sex offenders’ register for life.
