Brighton Man Jailed After Knife Standoff on High Street

Oliver Phipps, 39, was slapped with a three-and-a-half-year prison sentence following a terrifying confrontation with police on Brighton’s High Street. The drama unfolded just after midnight on August 24, 2023, after Phipps reportedly assaulted and threatened a woman, sparking a swift police response.

Three-Hour Standoff on Ninth-Storey Ledge

When officers arrived, they found Phipps perched dangerously on a ninth-floor window ledge, waving two large knives. Negotiators spent a tense three hours trying to calm him down as he hurled heavy objects—including a mirror and a bedside cabinet—out of the window, putting lives at risk below.

Charges and Court Verdict

After finally stepping down in the early hours, Phipps was arrested and faced multiple charges: two counts of causing actual bodily harm, affray, criminal damage, and intentional strangulation. He pleaded guilty to affray, criminal damage, one count of causing actual bodily harm, and was found guilty of intentional strangulation. He was acquitted of one count of causing actual bodily harm.

The sentencing took place at Lewes Crown Court on April 12, where Phipps was handed his 3 years and 6 months jail term.

“Oliver Phipps is a dangerous offender, whose reckless behaviour endangered the lives of his victim, the officers at the scene and himself,” Detective Constable Stewart Cameron said.

“It is testament to the work of the specialist negotiators on the morning of 24 August that this incident did not have a tragic outcome.”
