Met Police Officer Banned After Sending Creepy Sexual Messages to Vulnerable Women and Teenager
Graphic Messages Shock Public
PC Andrew Gilligan has been barred from policing after sending unsolicited, sexualised messages to vulnerable members of the public. His targets included a woman in her seventies, a woman with autism, and a teenage girl. The messages, sent via Twitter during March and April 2023, were graphic and disturbing, leaving the recipients deeply distressed.
Targets Reported Officer’s Disturbing Behaviour
All three victims independently reported Gilligan’s conduct to their local police forces. He sent explicit images of intimate body parts and inappropriate comments. One teenage girl, under 18, was targeted with repeated messages about her appearance and was called “cute.” Gilligan also tried to add her on Snapchat, despite her young age and interest in joining the police.
Disgraced Officer Resigns Before Hearing
Gilligan resigned from the Met shortly before his misconduct hearing on February 27, 2025. He did not attend the hearing, but the panel ruled his behaviour a serious breach of professional standards. They added him to the barred policing list, banning him from any future law enforcement roles.
Met Cracks Down on Misconduct
“The public could not have confidence in PC Gilligan to treat them with courtesy and respect,” said Assistant Commissioner Rachel Williams. “Nor would they have confidence in the Metropolitan Police if it appeared not to take such behaviour seriously.”
