The Metropolitan Police faces a reckoning after a scathing report slams its culture and standards – and the force vows to use it as a springboard for massive reform.

Baroness Casey’s Damning Review

The explosive report, released on Tuesday 21 March, is the result of a deep dive by Baroness Casey of Blackstock into Met’s failings. It blasts the force over discrimination, poor treatment of victims, and a toxic internal culture. The probe was launched in October 2021 after the shocking murder of Sarah Everard by a serving officer, shaking public trust to the core.

Met Commissioner: ‘Feelings of Shame and Anger’

Commissioner Sir Mark Rowley admitted the report hits hard but insists it must ignite real change. “This report sparks feelings of shame and anger but it also increases our resolve,” said Rowley.

“I am proud of those officers and staff who bravely shared their honest experiences. This is their report – it must be a catalyst for police reform.”

“If this leads only to blame and pillorying the vast majority of dedicated officers, then criminals will be the only winners. We need Londoners, police, and politicians united around reform for the 21st century.”

The Challenges Ahead

Sir Mark acknowledged the “appalling examples” of discrimination and failings to protect communities, offering a heartfelt apology to Londoners and the force alike. He declared a firm stand against all forms of discrimination – “anti-racist, anti-misogynist and anti-homophobic.”

While external pressures like funding and resource cuts partly explain the Met’s struggles, Sir Mark stressed there can be no excuses. “The core of the problems are for policing to determinedly confront.”

Turnaround Plan in Motion

The Met unveiled a draft Turnaround Plan in January to start rebuilding trust and improve policing. Baroness Casey’s report will heavily influence the final version due late spring.

Sir Mark is optimistic: “Issues like victim support, neighbourhood policing, and protecting the vulnerable are priorities we already identified. With tens of thousands of dedicated officers and staff, we are determined and relentless. I am confident we will succeed.”
