Second-class mail fared little better, with only 90.7% arriving on schedule. Daily delivery routes were completed 89.35% of the time—far below expectations.

Far Short of Official Targets

  • First-class mail target: 93% delivered within one working day
  • Second-class mail target: 98.5% within three working days
  • Delivery routes completion target: 99.9%
