Career Criminal Jailed for 11 Years After Preying on Elderly During Pandemic

Jim Chuter, 33, of no fixed address, was locked up for 11 years at Guildford Crown Court on 19 May. He admitted to 26 charges—including nine burglaries, 16 frauds, and a robbery—spanning London, Surrey, and Thames Valley.

Cold Case Break Leads to Arrest

The breakthrough came when Met Detective Hannah Woodford reviewed cold burglary cases. Surrey Police quickly recognised Chuter from similar offences. A joint investigation between the Met and county forces led to his arrest in August 2020.

Chuter was recently released on licence for similar crimes but was promptly recalled to prison upon this latest arrest.

Heartless Scams Targeted Isolated Elderly

Between September 2019 and July 2020, Chuter struck across London boroughs including Ealing, Hillingdon, Hounslow, and Kingston. He preyed on elderly victims, often living alone, by posing as council workers or builders. He demanded payment for fake building work, exploiting the isolation caused by Covid lockdowns.

Using distraction techniques, he forced his way into homes, stealing valuables and running scams to extract more cash. One victim, a 90-year-old man, lost £25,000—his entire life savings—to Chuter’s relentless threats and harassment.

Detective Constable Hannah Woodford said: “Chuter is a career criminal whose cowardly offences were committed against vulnerable and frail people at a time when they were already living with the worries and loneliness of pandemic life. The effects of being a victim go far beyond loss of property. My thoughts are with his many victims and their families. I hope this sentence brings them some comfort and a sense of justice.”
