Ex-Police Sergeant and Nightclub Bosses Slapped with Bribery Charges
The Crown Prosecution Service (CPS) has given the green light to the Metropolitan Police to charge Frank Partridge, 48, a former Met Police Sergeant in Westminster’s licensing unit, along with seven business owners and nightclub operators. They face allegations of conspiring to commit bribery between February 2013 and June 2015.
Charges and Court Date Set
The CPS Special Crime Division took a hard look at the evidence before authorising the charges. All suspects are due to make their first court appearance on 21 December 2021 at Westminster Magistrates’ Court.
The CPS stressed the importance of a fair trial and urged the public and media to avoid any reporting or online commentary that could prejudice the case.
Who’s Charged?
- Frank Partridge: Conspiracy to commit bribery under Section 1(1) of the Criminal Law Act 1977
- Hassan Serdoud: Conspiracy to commit bribery and actual bribery offences under the Bribery Act 2010
- Anna Ginandes: Conspiracy to commit bribery
- Terry Neil: Conspiracy to commit bribery
- Soraya Henderson: Conspiracy to commit bribery
- Ryan Bishti: Conspiracy to commit bribery
- Pamela Bishti: Conspiracy to commit bribery

CPS Explains the Process
The CPS made clear they do not determine guilt, only whether there’s enough evidence to charge. “This is an objective assessment based on what might be provable in court,” they said. Any verdict will ultimately be decided by the courts, not the CPS.
