London’s Met Police Hit 100 Convictions in Brutal Crackdown on Violent Offenders
More than 100 of London’s most dangerous men have been convicted thanks to the Metropolitan Police’s groundbreaking V100 programme. This data-driven initiative targets the top offenders posing the highest risk to women and girls across the capital.
The achievement marks a major victory in the Met’s fight against violence towards women and girls (VAWG), sealing a key part of their wider plan to protect vulnerable communities.
What Is the V100 Programme?
Launched under the Met’s ‘A New Met for London’ strategy, the V100 uses cutting-edge data analytics and the Cambridge Crime Harm Index to zero in on the worst offenders. Known as the ‘V100 stack,’ this list is updated monthly and prioritises suspects by the level of harm and threat they pose.
Quick Facts on V100 So Far:
- 126 charged across 574 offences including rape, GBH, non-fatal strangulation, and even attempted murder.
- 155 arrests covering 1,246 offences, with 103 linked directly to VAWG, including 42 for rape and 17 for non-fatal strangulation.
Zeroing in on London’s Worst Predators
The programme has more than doubled the odds of arresting the capital’s most violent VAWG suspects. Using local teams, covert ops, and intelligence-led manhunts, officers are closing in on predators who thought they were untouchable.
Deputy Assistant Commissioner Ben Russell said: “Every woman and girl in London deserves to feel safe—whether walking at night, using public transport, or at home. Hitting 100 convictions is huge, but our work isn’t over. This is about making sure every woman in London feels seen, heard, and protected.”
Major Convictions That Shook the City
- Adam Baillie, 39 – Life sentence, minimum 10 years, for kidnapping and sexually assaulting an 11-year-old girl in Harrow (April 2024).
- Jason Phinn, 36 – Jailed 13 years for manslaughter of his mother in Brixton, influenced by drugs (Nov 2023).
- Louis Collins, 30 – Life sentence, minimum 11 years 5 months, for a violent spree attacking eight women, including rape and attempted rape over four days in London (July 2024).
- Aaron Bennett, 36 – 5.5 years for GBH, non-fatal strangulation, and assaults on two partners (Aug 2024).
- Kenneth Ebbah, 42 – 18 years for raping two women; now a lifelong registered sex offender.
Backing Victims with More Officers and Training
The Met has boosted public protection teams with 565 new officers and staff, while training over 20,000 frontline officers to better handle domestic abuse and stalking. The result? Charging rates for rape and serious sexual offences more than doubled since 2022, climbing from 3.9% to over 9%.
National and London Leaders Back the Drive
Minister for Safeguarding Jess Phillips said: “100 offenders convicted means 100 more dangerous men off our streets. The V100 is a powerful tool in our mission to halve violence against women and girls in ten years.”
Mayor of London Sadiq Khan added: “Supported by record funding from City Hall, this work is transforming how the Met tackles VAWG. I’m fully committed to taking dangerous predators off our streets.”
Ada Ibezi, Chair of the Met’s Independent Advisory Group on VAWG, praised the push: “For too long, perpetrators acted with impunity. This intelligence-led approach makes policing more effective and brings offenders to justice.”
