London Unveils Cutting-Edge Counter Terrorism Hub
London’s new Counter Terrorism Operations Centre (CTOC) is now partially up and running, boasting a state-of-the-art operations suite with a high-tech forensics lab due to open soon. Housed in the Empress State Building, West Brompton, this futuristic facility promises to boost the UK’s fight against terror.

On 28 June, Home Secretary Priti Patel and Mayor of London Sadiq Khan got an exclusive look inside the CTOC. They were guided by Metropolitan Police Commissioner Cressida Dick, Assistant Commissioner Neil Basu, and MI5’s Director General Ken McCallum. Staff working from the centre also met the VIP visitors, showcasing the cutting-edge teamwork underway.
“The new Counter Terrorism Operations Centre will allow those involved in countering the threat from terrorism in London to work much more collaboratively and effectively. It will make Londoners, and indeed everyone in the UK, safer,” said Commissioner Cressida Dick.
World-First Teamwork Against Terror
Ken McCallum emphasised the CTOC’s game-changing nature: “Finding concealed threats is tough. Our success improves when experts unite as one team. CTOC is a massive step forward – a world first.”
Patel added: “Terrorism threats are constantly evolving. The CTOC unites intelligence, policing, and justice systems to spot and stop danger faster than ever.”
She reinforced the government’s commitment, highlighting tougher sentences, stricter licence supervision for terror offenders, ending early releases, and the new ‘Protect Duty’ consultation to shield the public.
£412 Million Investment to Keep London Safe
Mayor Sadiq Khan said: “Keeping London safe is my top priority. This new centre pools expertise and resources in one place for the first time. With £412 million funded by City Hall and the Met, London is a global leader in counter terrorism.”
The specialist forensics lab opening later this year will accelerate investigations using the world’s most advanced technology. The CTOC will be fully operational over the next four years, gradually bringing in more teams without disrupting ongoing security work.
Built to Learn from Past Attacks
The CTOC was born from the tragic 2017 terror attacks that claimed 36 lives and changed many more forever. An independent review by Lord Anderson stressed the need for a more integrated counter terrorism approach. Since then, 29 attack plots in the UK have been foiled — a testament to the new model of intelligence sharing and rapid response.
This cutting-edge centre co-locates London’s Counter Terrorism Policing, intelligence agencies, justice departments, and government bodies under one roof. It’s an innovation powerhouse designed to outsmart terrorists and keep the public safer.
