Kent Police have locked up multiple child sex offenders for a staggering combined total of 100 years. The sentences come after specialist officers cracked down on vile predators targeting children and young people.
Brutal Abusers Caught and Sentenced
- Roy Humphreys, 82, from Gillingham, was jailed for 22 years after abusing boys in the 1970s and 2000s.
- Stephen Rilley, 63, from Margate, threated and controlled a victim for nearly two decades. He was sentenced to 19 years plus three years on licence.
- Glenn Swanson, 63, formerly of Gravesend, added 18 years to his current sentence after a new victim came forward.
- George Payne-Woodham, 21, ex-Gillingham resident, got 16 years plus four years on licence for prolonged child sexual abuse.
- Lee Balchin, 55, from East Malling, was jailed for 15 years after drugging and raping a child.
Online Grooming Ring Busted
- Lucifer Hunter, 24, from Folkestone, posed as a teenage boy to groom four victims online; sentenced to five years and slapped with a 15-year Sexual Harm Prevention Order.
- Kevin Scarnell, from Camden, bombarded a teenager with explicit messages via dating apps and was jailed for two years eight months.
- Andrew Cullis, 43, from Swanley, caught with explicit images on a USB; sentenced to two years and four months.

“Humphreys, Rilley, Swanson, Payne-Woodham, and Balchin all committed heinous crimes against vulnerable young people,” said Detective Superintendent Edward Ruffle. “It is often the bravery of victims coming forward that brings justice. We work fast to arrest suspects and protect others.”

This relentless crackdown saw justice served between 12 September and 17 October 2025 across Kent towns including Gravesend, Gillingham, Swanley, and Margate. The force’s ongoing efforts aim to stop these predators and safeguard children from harm.
